v1

The first release.

* Native API at `/v1`: server, players (with location), staff, teams, vehicles, bans, 000 calls, events and logs with cursors, and commands with results.
* ER:LC-compatible layer at `/prc/v1` and `/prc/v2`, including `EmergencyCalls` and player locations.
* Webhooks, signed or straight into Discord.
* The official map, with the coordinate maths.
* Scoped keys that only the owner can manage, shown once and stored as hashes.
